Water Allocation Bureaucracy.
A department of water representative stopped at a ranch in San Jacinto County, Texas and when the old rancher came up to his car the water rep said "I am here to inspect your ranch for water allocation."
The rancher told him "OK but don't go into that field over there" pointing to the pasture behind them.
The dept of water representative got out of his car and said "Mister, I have the authority of the federal government with me, see this card, This card means I am allowed to go wherever I wish on agricultural land, no questions asked or answered. Have I made myself clear? Do you understand?"
The old rancher nodded politely and went about his chores.
Later he heard loud screams and saw the water guy running for the fence with an enormous bull gaining on him with every step.
The old rancher immediately threw down his tools, ran to the fence, cupped his hands to his mouth and shouted "Your Card, Your Card, Show him your card".
